This paper aims to give an account of SADC's restructuring exercise and to bring into focus some of the key factors of success or failure beyond the end of the decade. What is SADC's potential and actual influence on such factors? Sections 2 and 3 examine action on restructuring and sum up progress and outstanding issues. Section 4 considers scenarios for future development and indicates important areas for SADC action, before section 5 with concluding remarks.
