Odd-Helge Fjeldstad is an economist (Dr. Oecon) with more than 20 years of experience from research and policy analysis in Eastern and Southern Africa and the Middle East. Thematically his work focuses on public sector reforms, mainly related to taxation and revenue administration, including tax evasion, fiscal corruption, capital flight, intergovernmental fiscal relations, and local government tax reform. Fjeldstad has considerable experience in research management and has served as director of major multidisciplinary research and training programmes. He has been advisor for several African Governments on public financial management, and has worked as consultant for bilateral and multilateral development organisations. His experience also covers teaching and training in economic policy analysis, fiscal reforms, political ecology and the economics of corruption. Fjeldstad is Professor of ‘Development Ethics and Corruption’ at the Norwegian University of Life Sciences (www.umb.no/noragric). Currently he is Visiting Scholar at the Institute for Security Studies, Cape Town (www.ISSafrica.org).
