-A 'good' natural resource tax regime is one that does not undermine - or strangle - the development of the ordinary tax system, says CMI researcher Odd-Helge Fjeldstad. Different segments of the tax system 'interfere' with each other. If the most resourceful companies and individuals do not contribute with tax revenue due to tax avoidance and exemptions, this will affect the taxpaying behaviour of others.

On the agenda are topics such as aid and poverty, peacebuilding in post-conflict areas and Norwegian foreign policy in Africa with a particular focus on corruption in emergencies, corporate social responsibility for Norwegian oil companies, and the role of courts in new democracies.

The dismal human rights situation in North Korea is commonly met by a call for economic sanctions by the international community. A different kind of approach would be to expand economic relations with North Korea to strengthen forces that would support a move towards more democracy.
