Participation in a workshop in Ottawa 1999 organised by the Canadian and Norwegian ministries of Foreign Affairs. The task included writing and presentation of a concept paper about the "human security"and development. Published in article form in An article is published in Security Dialogue. Human Security and Refugees: Continued in 2000 in the form of a chapter on human security and refugees, commissioned for a book by the United Nations University
