Ingrid Samset is a political scientist specialized in peace and conflict analysis. Peacebuilding and violence after war, natural resources and conflict, and justice in its various forms are central to her research agenda. Her regional expertise is on central and southern Africa.

Currently Samset is a doctoral candidate in comparative politics at the University of Bergen. In her Ph.D. she analyzes causes of violence after the end of civil war, focusing on Angola and the Democratic Republic of Congo. Armed conflicts came to an end in both countries in 2002, and the dissertation examines why there was less violence in Angola than in the DRC in the first postwar years.

Samset has also done research on natural resources and the duration of conflict, civil war resumption, peacekeeping, local effects of mining operations, and aid to transitional justice and judicial reform. Beyond academic studies, she has experience from electoral observation, teaching, and evaluation of aid projects.

Ownership and Everyday Peacebuilding

Lack of local ownership is seen as a central explanation for why peacebuilding efforts fail to yield sustainable peace dividends. Based on research in Afghanistan, Haiti, Liberia and Sudan, this study shows that external actors foster unsustainable reform efforts because they assume ownership as a conditional right as their to give when certain conditions are met.
