The Afghan parliament recently passed a bill that effectively pardons war crimes committed before 2002. This meeting is the first in a series of seminars on Afghanistan organised jointly by PRIO and CMI (Chr. Michelsen Institute).

Nader Nadery
is a lawyer and political analyst. He has been active in civil society initiatives in Afghanistan and represented Afghan civil society at the Bonn Conference on Afghanistan in December 2001. Mr. Nadery is a founding member of the Afghan Civil Society Forum and a member of the board of directors of the Foundation for Civil Society and Culture. Before joining the Afghan Independent Human Rights Commission (AIHRC), he worked respectively as a programme co-ordinator with the International Human Rights Law Group and was a spokesman for the Emergency Loya Jirga in 2002. As a leading member of the AIHRC he has worked in particular to address the legacy of violence and build a human rights culture in his country. Mr. Nadery was the 2004 recipient of the Reebok Human Rights Award.
