Statebuilding has become a central part of the international discourse on both security and development issues. There is a consensus of sorts that in the absence of effective and legitimate (i.e. liberal) states, development efforts will be futile and national and international security will be threatened. Against this backdrop, the seminar will discuss conceptions of the state in contemporary efforts of statebuilding. Is there a consensus among policymakers and researchers about how to understand and define the state? What is the state? How do external actors go about building states in post-conflict settings, and how do they conceptualize the state? What type of power do external actors have to build states, and what are the constraints they operate under? These are some of the questions that will be discussed during the seminar.
