Arve Ofstad at CMI led the UN Development Programme's review of its assistance to Angola 1997-2000. The review showed that UNDP had designed a relevant programme in support of the Lusaka peace accord, but results and impact were disappointing. Angola is suffering from the ongoing war and the population has large humanitarian needs, while the oil sector is growing fast. The UN system in Angola is therefore contemplating a new approach towards Angola's problems. In a follow-up visit, Ofstad facilitated a meeting of all UN representatives with a view to design a common UN assessment of Angola.
