This paper was presented at the OECD Global forum on governance; Fighting corruption and promoting integrity in public procurement, Paris, Nov. 29-30. The title of the presentation was: "Corruption in public procurement: Challenges underscored by a business survey", and the paper refers to a corruption survey of Norwegian exporters (available on this web-page).
