The evaluation assessed the relevance, effectiveness, efficiency, impact, coherence and connectedness of the assistance provided by Denmark, Ireland, the Netherlands, Sweden and the United Kingdom between 2001 and 2004 in the overall context of Afghanistan and in relation to the perceived needs of IDPs, returnees and remainees. The IDP aspect provided an Afghanistan case perspective for the multi-country, multi-donor IDP Framework exercise and represented an opportunity to ascertain the degree to which the Guiding Principles on Internal Displacement have been followed and met in this case.
