Beyond 'zero tolerance'

Some donor interventions, like supporting public financial management, seem to help combat corruption. Others are ineffective. This opinion article discusses why an 'anti-corruption for development' approach needs to go beyond 'mainstreaming anti-corruption' in development cooperation.
