Det er ei spenning mellom det å legge til rette for dialog og det å fremme menneskerettar. Ofte står dei partane ein ønsker skal snakke saman bak grove menneskerettsbrot. Skal dei stengast ute frå fredsprosessar fram til dei har endra åtferd? Og kven skal få avgjere kva slags partar som kjem til orde?
