A group of eight likeminded donors agreed in 2002 to form the Multilateral Organisations Performance Network (MOPAN) to cooperate in the monitoring of multilaterals. 2003 is a pilot year focusing on the work of World Bank, WHO, Unicef and the regional banks in the health sector. The method is "lightweight" based on soliciting opinions and perceptions from staff of the eigth agencies at country level through a formal questionnaire and group discussions. Eight case countries are included. CMI is responsible for developing the methodology and drafting the synthesis report.
