This article explores the performance evaluation of decentralized entities within the decentralization framework in Rwanda and Burundi. The analysis shows the evaluation results, but also the normative impact of this New Public Management tool on local governance, as well as its instrumentation by Burundi and Rwanda, revealing and exacerbating power and control dynamics from the central on the local government.
